摘要 医疗保险费用控制问题，一直是医疗保险事业发展的重大问题，医疗保险费用的控制研究能对医疗保险费用有一个更加系统的了解，进一步完善和丰富镇江市医疗保险费用控制理论体系，为医疗保险费用控制研究提供新视角和新思路，为镇江实现的“中国梦”里的“健康梦”提供平台。因此，医疗保险费用控制的研究无论是对理论还是实践都相当有价值。镇江市自1994年率先实行医疗保险制度改革以来，在医疗保险费用控制上取得了显著成就，但是仍然存在一些问题。本文通过资料收集和诸多文献查阅，针对镇江市医疗保险费用控制现状，分析镇江市医疗保险费用上涨原因，找到其在费用控制上仍然存在的问题。进而通过对国外医疗保险模式的研究以及对其费用控制的手段的分析，得出借鉴经验，结合镇江市的实际情况，提出费用控制的合理建议和对策，为镇江市今后医疗保险费用控制提供参考意见。

Study on the medical insurance cost control of Zhenjiang City
Abstract Cost control problem of health insurance has been the medical insurance business development major issues, medical insurance cost control research let us have a more systematic understanding of medical insurance cost , further perfecting the theoretical system and rich in Zhenjiang City medical insurance expenses control, provide a new perspective for the research on medical insurance cost control and the new way of thinking, also in the implementation of the "China Dream" in Zhenjiang City "Health Dream" provide a platform. Therefore, the medical insurance cost control research both on theory and practice are valuable. Zhenjiang City first implemented medical insurance system reform since 1994, has made significant achievements in the medical insurance expenses control, but there are still some problems. Through data collection and a lot of this article, according to current situation of Zhenjiang City medical insurance expenses control, this paper analyzes the reasons of Zhenjiang City medical insurance costs rise, find the still existing problems in cost control. And then through the study of the patterns of foreign medical insurance and the cost control of the means of research, draw experience for reference, combining the actual situation of Zhenjiang City, put forward some reasonable suggestions and countermeasures of cost control, provide a reference for Zhenjiang City medical insurance cost control in the future.
