论文首先介绍了价值工程的原理,公共建筑设计阶段价值工程的组织以及价值工程活动的过程。价值工程方法的工作计划提供了从开始到结论的研究载体。工作计划为价值团队提供一个获取研究所需的所有信息并为价值团队的创意工作以及替代方案的分析提供了充分的时间,因此项目团队才有可能挑选出最佳的替代方案。

其次,回顾了全生命周期成本理论的发展情况,提出了在公共建筑设计阶段应用全生命周期成本理论的必要性,分析了全生命周期成本的组成项目及全生命周期成本的计算方法,以达到计算项目的全生命周期成本的目的。

然后,介绍了系统化功能分析技术。系统功能分析技术是分析功能相互关系的强有力的图形工具,帮助价值团队成员开拓思维,有助于把握必要功能,发现不必要功能。系统化功能分析技术真正地体现了功能分析的特点,是否进行了功能分析,这是确定在项目中是否使用了价值工程方法的最基本问题。

进而将价值工程方法运用于工程实例之中,通过价值工程在公共建筑设计阶段的实际应用,从实践角度阐明了在公共建筑设计阶段中推广应用价值工程的巨大经济效益和社会效益。

最后得出结论。价值工程作为一种技术与经济相结合的方法正好迎合了降低成本,提高性能的目标追求,在公共建筑设计阶段中发挥了很大的效能,在案例中应用价值工程方法后使项目价值改进了81%;论文引入全生命周期理论和系统化功能分析技术,建立了价值衡量标准;指出了推广应用价值工程的一些潜在研究方向。

ABSTRACT




At present, the total area of approximately 4.5 billion square meters of public buildings in China, 99% of which buildings are energy-intensive While still at the peak of construction, new housing nearly 2 billion square meters a year, exceed the sum of the volume of all construction in developed countries and in new buildings, still has more than 95% belongs to energy-intensive building! Because the consideration during the design phase is a one-time investment cost, less consideration of the finished construction’s use fee、maintenance fees、 and after expiry of the project scrapped demolition charges,this will make the whole life cycle of the project is not necessarily economic;And the Combination of technical and economic is not close enough and so on. Point at these problems currently existing in the public architectural design and the importance of architectural design in the project life-cycle , this paper proposed solution of value engineering theory,using life-cycle cost modeling and systematic functional analysis techniques,quantitative and qualitative eva luation of design.

First, paper introduces the value engineering’s principle,public architectural design stage of value engineering organization and the procedure value engineering activities。Value engineering’s work plan provide from the beginning to the conclusion of the study carrier. Work plan for value team provides all information required for a research grant and for value team's creative work and analysis of alternative scheme provides sufficient time, so the project team can select the best alternative.

Second,reviewed the developments in the theory of full life cycle costs,put forward the necessary of full life cycle costs theory in the public architectural design stage, component analysis of life cycle cost and life cycle cost calculation method,to achieve the aim of project life-cycle costs.

Then, the paper describes systematic functional analysis techniques. Functional analysis is the analysis of the system of mutual relations of powerful graphics tool, help value team members develop thinking, grasp the necessary function, find unnecessary function. Systematic functional analysis techniques embody the characteristics of functional analysis. Functional analysis is to determine whether using value engineering method in the project's most basic problem.

After that, use the value engineering in project, through the practical application of the value engineering in the public building design phase, from the perspective of practice set out in the application of value engineering in the design getting great economic and social benefits.

Finally, get the result. Value engineering as a combination of technical and economic methods exactly catering to the lower cost, improve the performance of goal pursuit, played a great efficiency in the public architec..
