中国人类发展指数状况分析
摘要 ： 由预期寿命指数、教育指数和 GDP 指数构成的人类发展指数（ HDI ）是衡量一个国
家人类发展成就的重要指标。在过去的二十多年，中国的 HDI 取得了快速 地 增长，但同时
也存在着和世界发达国家差距大和国内发展不平衡的问题，并且城乡差距在不断拉大。中
国 追求 人类 全面 发展 的 道路依然任重道远。

income ind ices ， measures the average progress of a country in human development . In the past
two decades ， China ’ s human development index has a rapid growth ， but at the same time, the
gap with world high human development is also great, and there is a wide range of HDI in
national between high and low areas, and disparity between urban and rural is always in
existence, increasing gradually . China ’ s human development still has a long way to go .

一、 关于人类发展指数
人是一国真正的财富，追求人类的全面发展是一个永恒的历史话题。然而在篅@ひ欢忘br>时间里，人们围绕发展政策展开了激烈的争论。 20 世纪 50 年代，以刘易斯为主的美国经
济学家将发展完全等同于经济增长， 接着很多经济学家用国民收入作为人类福利的一个指
标。虽然经济增长是实现人类发展的重要手段，但是人类发展成果并不仅仅取决于经济增
